On April 27, 2024, Mr. Farhod Salim, Deputy Foreign Minister of Tajikistan held a meeting with the delegation of the People’s Republic of China headed by Deputy Foreign Minister of this country Mr. Sun Weidong.

At the meeting, they discussed priority areas of bilateral relations of comprehensive strategic partnership, cooperation within the framework of international and regional organizations, such as the UN, Shanghai Cooperation Organization, as well as within the newly established mechanism “Central Asia-China”.

The sides exchanged views on strengthening joint efforts in combating terrorism and extremism.

Today, it has been 32 years since the Khojaly genocide committed against Azerbaijani civilians during Armenia’s military aggression and occupation of the territories of Azerbaijan.

 

Armenia’s policy of ethnic cleansing and genocide against Azerbaijanis was carried out along with crimes against humanity in settlements, including Baganis Ayrim, Jamilli, Karkijahan, Meshali, Malibeyli, Gushchular, Garadagli, etc. throughout the occupation of the territories of Azerbaijan. One of the worst atrocities of this kind was committed against Khojaly residents.

 

 

 

 

 

On the night of 25-26 February 1992, Khojaly city, which was sieged and whose ground traffic, as well as energy supply was cut off since October 1991 and January 1992 respectively, was occupied by Armenia’s armed forces with the assistance of the former USSR’s 366th Motorized Rifle Regiment following massive artillery shelling.

 

As a result of the occupation, 613 people, including 63 children, 106 women, 70 elderly citizens were brutally murdered, 8 families were completely wiped out, 130 children lost one of their parents, and 25 children lost both of their parents. The fate of 150 people, including 68 women and 26 children out of 1275 people, who were taken prisoner and hostage as well as cruelly tortured is still unknown.

 

Use of heavy weaponry without any military necessity against the city of Khojaly where peaceful Azerbaijanis were living, investigative materials on atrocities committed against the civilians, eyewitness testimonials, as well as the confession of Armenia’s then Defense Minister and ex-President, Serzh Sargsyan that “Before Khojaly, the Azerbaijanis thought that … the Armenians were people who could not raise their hand against the civilian population. We were able to break that [stereotype]” lives no room for doubt that the massacre committed was not an accident, but a deliberate crime of genocide planned by Armenia and carried out by its subordinate forces.

 

As other crimes against humanity perpetrated by Armenia against Azerbaijanis, Khojaly genocide is also a gross violation of international humanitarian law, human rights law, as well as the Convention on the Prevention and Punishment of the Crime of Genocide, Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, International Convention on the Elimination of All Forms of Racial Discrimination.

 

Due to the failure to end the impunity of Armenia for crimes against humanity, this country continued its existing practice and committed war crimes against the population living in regions such as Ganja, Barda, Terter which are located at a considerable distance from military operations during the 44-day Patriotic War. This once again demonstrates the dire consequences of failing to bring those responsible for crimes against humanity such as genocide, which fall under the scope of universal jurisdiction, to justice.

 

From this perspective, world community’s support for measures taken at the national and international level to end the impunity of criminals, as well as collaboration in this field are critical.

 

This year for the first time, on the 32nd anniversary of the Khojaly genocide, our tricolor flag is flying over all the territories of Azerbaijan, including the city of Khojaly, which is a mental blowout and an incurable wound for every Azerbaijani.

 

Liberation of Khojaly embodies our strength and solidarity, thus it is a bond of loyalty to the victims of the Khojaly genocide.

 

At the same time, Azerbaijan believes that continuing measures taken at the national level and within the framework of current international law will serve to end impunity and bring those responsible for serious crimes committed during Armenia’s aggression against Azerbaijan to justice.

 

On this 32nd anniversary of the tragedy, we remember with deepest respect and honor the memories of the innocent victims of Armenia’s ethnic hatred and genocidal crimes, including the Khojaly genocide.

The Ministry of Foreign Affairs strongly condemns the bombing of the Palestinian Al-Ahli Hospital, which caused the deaths and injuries of many people, including children and women.

 

 

 

Civilian facilities, especially hospitals, should not be attacked under any circumstances and should be a safe place to serve the population under all conditions.

The Ministry of Foreign Affairs of the Republic of Tajikistan expresses its condolences to the relatives of the killed, wishes for a full recovery to the injured, strongly condemns the acts of violence and calls on the parties to an immediate ceasefire and the start of dialogue in order to stabilize the situation.

We categorically reject the groundless allegations made against Azerbaijan in the statement of France on August 15, as a result of the phone conversation of the Minister of Europe and Foreign Affairs of France, Catherine Colonna, with Ararat Mirzoyan, Minister of Foreign Affairs of Armenia.

 

 

 

 

 

Regarding the claims that the Lachin road was allegedly kept under “blockade” by Azerbaijan and as a result of which “Armenian residents are facing a serious humanitarian crisis,” we once again remind that it is absurd to portray as a “blockade” the activity of the Lachin border check-point established in accordance with Azerbaijan’s obligation to guarantee the safety of citizens, vehicles and cargo on the Lachin road, as well as to prevent the misuse of the Lachin road by Armenia for military and illegal economic purposes.

 

 

 

It is well known to the French side that on a daily basis the movement of tens of Armenian residents in both directions is organized via this road through the International Committee of the Red Cross (ICRC). In addition, the fact that the French side, while referring to the decision of the International Court of Justice dated February 22, did not pay attention to the unanimous rejection of Armenia’s request to remove the Lachin border check-point by the aforementioned court with the Order dated July 6, testifies to unhealthy intentions of this country.

 

 

 

 

Also, the French side is well aware that if the Armenian residents are really in need for daily necessities, for this purpose the Azerbaijani side has offered “Aghdam-Khankendi” and other alternative routes. Despite the fact of support by the European Union and the ICRC to use these roads, it is regrettable that the French side, following Armenia’s manipulations, does not support these agreements. At the same time, the fact that the French side did not react to the violation of the agreement by Armenia and its subordinate separatist regime reached regarding the use of these alternative roads indicates the efforts of this country to further aggravate the tension in the region.

 

It is deeply concerning that France, which has never paid attention to the mass expulsion of Azerbaijanis from their homes and to the war crimes against these people for nearly 30 years, is now trying to carry out its insidious policy using Armenian residents as an excuse based on false propaganda of Armenia.

 

 

 

 

It is worth reminding the French side that turning a blind eye to the fact of continuing political-military provocations by Armenia against the territorial integrity and sovereignty of Azerbaijan, and non-withdrawal of its armed forces fully from the territories of Azerbaijan in gross violation of all the norms and principles of international law, as well as obligations within the framework of the agreements, is a real obstacle to the peace process.

 

 

 

 

The fact that the French Minister, while believing the false propaganda of Armenia, in its statement referred to the misinformation about firing at the European Union Mission in Armenia, despite that it was declared false by the Mission, once again proves that France is not interested in establishing peace and stability in the region.

 

As stated in the official information of the Ministry of Defense of Azerbaijan, the movement route of the representatives of the European Union is presented to the Azerbaijani side in advance. Based on the presented route, the Azerbaijani side especially monitored that the trip of the international observers to the designated destination on the specified day happens without any incidents. The area where the mission was dispatched was not in the region of Armenia where the alleged incident took place, but in the different direction of the conditional border.

 

 

 

In recent days, the Armenian side, which creates the ground for new provocations on the conditional border and in the Karabakh economic region, adhering to its tradition tries to distract the attention of the world community by spreading slanderous information and to turn the European Union into a tool for this purpose. It is unfortunate that the French side has also become a tool of this campaign.

On May 21, 2023, under the direct instructions of the Founder of the Peace and National Unity-Leader of the Nation, President of the Republic of Tajikistan, H.E. Emomali Rahmon, the second group of citizens of the Republic of Tajikistan, in the amount of 104 people (29 families), consisting of women, teenagers and small children returned home on a special charter flight from the Syrian Arab Republic.

At the Dushanbe International Airport, citizens returned to their homeland were met by Deputy Prime Minister of the Republic of Tajikistan Matlubakhon Sattoriyon, Assistant to the President of the Republic of Tajikistan for Social Development and Public Relations Emomali Nasriddinzoda, Minister of Education and Science of the Republic of Tajikistan, Commissioner for Human Rights in the Republic of Tajikistan and others officials.

At the request of the Kazakh side, 5 citizens of the Republic of Kazakhstan (mother and four children) were also delivered from Syria to Tajikistan by this flight.

The process of the return of Tajik citizens living in refugee camps in Iraq and Syria began three years ago as per the direct instructions of the President of the Republic of Tajikistan, Leader of the Nation, H.E. Emomali Rahmon. Meantime, the Embassy of the Republic of Tajikistan in the State of Kuwait, in cooperation and coordination with the relevant structures of Tajikistan and Syria, achieved practical results in the realization of this humane initiative.

Second round of political consultations with the Sultanate of Oman

On 28 March 2023, the second round of political consultations between the Ministries of Foreign Affairs of the Republic of Tajikistan and the Sultanate of Oman was held in Muscat. The delegations of the parties were headed by the Deputy Minister of Foreign Affairs of the Republic Tajikistan Muzaffar Huseinzoda and the Under Secretary for Diplomatic Affairs of the Ministry of Foreign Affairs of the Sultanate of Oman Sheikh Khalifa bin Ali Al Harthy.

 

 

 

 

 

In consultations issues related to the current state and prospects for development of cooperation between Tajikistan and Oman in political, economic, trade, investment, energy, tourism, agriculture, industry, as well as strengthening the legal basis, cooperation of the two countries in the framework of international and regional organizations and other issues of mutual interest were discussed.

Moreover, the sides noted the importance of establishing high-level contacts and exchange of visits in the development of bilateral cooperation.
