Today, it has been 32 years since the Khojaly genocide committed against Azerbaijani civilians during Armenia’s military aggression and occupation of the territories of Azerbaijan.

 

Armenia’s policy of ethnic cleansing and genocide against Azerbaijanis was carried out along with crimes against humanity in settlements, including Baganis Ayrim, Jamilli, Karkijahan, Meshali, Malibeyli, Gushchular, Garadagli, etc. throughout the occupation of the territories of Azerbaijan. One of the worst atrocities of this kind was committed against Khojaly residents.

 

 

 

 

 

On the night of 25-26 February 1992, Khojaly city, which was sieged and whose ground traffic, as well as energy supply was cut off since October 1991 and January 1992 respectively, was occupied by Armenia’s armed forces with the assistance of the former USSR’s 366th Motorized Rifle Regiment following massive artillery shelling.

 

As a result of the occupation, 613 people, including 63 children, 106 women, 70 elderly citizens were brutally murdered, 8 families were completely wiped out, 130 children lost one of their parents, and 25 children lost both of their parents. The fate of 150 people, including 68 women and 26 children out of 1275 people, who were taken prisoner and hostage as well as cruelly tortured is still unknown.

 

Use of heavy weaponry without any military necessity against the city of Khojaly where peaceful Azerbaijanis were living, investigative materials on atrocities committed against the civilians, eyewitness testimonials, as well as the confession of Armenia’s then Defense Minister and ex-President, Serzh Sargsyan that “Before Khojaly, the Azerbaijanis thought that … the Armenians were people who could not raise their hand against the civilian population. We were able to break that [stereotype]” lives no room for doubt that the massacre committed was not an accident, but a deliberate crime of genocide planned by Armenia and carried out by its subordinate forces.

 

As other crimes against humanity perpetrated by Armenia against Azerbaijanis, Khojaly genocide is also a gross violation of international humanitarian law, human rights law, as well as the Convention on the Prevention and Punishment of the Crime of Genocide, Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, International Convention on the Elimination of All Forms of Racial Discrimination.

 

Due to the failure to end the impunity of Armenia for crimes against humanity, this country continued its existing practice and committed war crimes against the population living in regions such as Ganja, Barda, Terter which are located at a considerable distance from military operations during the 44-day Patriotic War. This once again demonstrates the dire consequences of failing to bring those responsible for crimes against humanity such as genocide, which fall under the scope of universal jurisdiction, to justice.

 

From this perspective, world community’s support for measures taken at the national and international level to end the impunity of criminals, as well as collaboration in this field are critical.

 

This year for the first time, on the 32nd anniversary of the Khojaly genocide, our tricolor flag is flying over all the territories of Azerbaijan, including the city of Khojaly, which is a mental blowout and an incurable wound for every Azerbaijani.

 

Liberation of Khojaly embodies our strength and solidarity, thus it is a bond of loyalty to the victims of the Khojaly genocide.

 

At the same time, Azerbaijan believes that continuing measures taken at the national level and within the framework of current international law will serve to end impunity and bring those responsible for serious crimes committed during Armenia’s aggression against Azerbaijan to justice.

 

On this 32nd anniversary of the tragedy, we remember with deepest respect and honor the memories of the innocent victims of Armenia’s ethnic hatred and genocidal crimes, including the Khojaly genocide.

The Ministry of Foreign Affairs strongly condemns the bombing of the Palestinian Al-Ahli Hospital, which caused the deaths and injuries of many people, including children and women.

 

 

 

Civilian facilities, especially hospitals, should not be attacked under any circumstances and should be a safe place to serve the population under all conditions.

The Ministry of Foreign Affairs of the Republic of Tajikistan expresses its condolences to the relatives of the killed, wishes for a full recovery to the injured, strongly condemns the acts of violence and calls on the parties to an immediate ceasefire and the start of dialogue in order to stabilize the situation.

“We – Azerbaijanis living in foreign countries and Azerbaijani diaspora organizations – state with deep grief that 6 more Azerbaijani citizens fell victims to mine terrorism of Armenia on September 19. Four police officers and two civilians died after being struck by Armenian-made mines on a newly built road while performing official duties in Azerbaijani territories liberated as a result of the Second Karabakh War in 2020.

 

 

 

In general, since the end of the Second Karabakh War – from November 10, 2020 to the present day, 320 Azerbaijani citizens have suffered from mines produced in Armenia in 2020-2023. 67 of them were killed and 314 were injured. Official Yerevan refused to provide mine maps to Baku and continued to pollute the territories of Azerbaijan with new mines.

This, along with preventing construction and restoration work in the territories of Azerbaijan destroyed by Armenia during the 30-year occupation, poses a serious threat to the lives of civilians working there. Furthermore, over 750 thousand Azerbaijani IDP-s who have been homesick for their homeland for 30 years, still cannot return to their homes due to the fact that Armenia has not provided mine maps despite the fact that the war has been over for 3 years.

 

 

 

 

The fact that Armenia under various pretexts is delaying the settlement process, despite the statement of acceptance of the peace proposals put forward by Azerbaijan, as well as demonstrating a destructive position in negotiations conducted by international efforts and not responding to the peace agenda, manifests that this state is not interested in the peace process and seeks to attack this process.

In addition, Armenia, contrary to the provisions of the Tripartite Statement signed between Russia, Azerbaijan and Armenia on November 10, 2020, continues to maintain its military units in the territory of Azerbaijan and finance the illegal separatist regime. This poses a serious threat to regional peace and stability.

 

 

 

 

For this reason, on September 19, in order to prevent large-scale provocations expected from the Armenian armed forces, as well as ensure the implementation of the provisions of the Tripartite Statement, disarm and withdraw units of the Armenian armed forces from the territories of Azerbaijan, neutralize their military infrastructure, secure the safety of the civilian population, including civilian workers and military personnel participating in restoration and construction work carried out in the territory, and restore the constitutional order of the Republic of Azerbaijan, the Azerbaijani army launched local anti-terrorist measures in Azerbaijani territories temporarily controlled by Russian peacekeepers. As in the Second Karabakh war, the measures taken now target exclusively illegal military formations and military infrastructure. Unlike Armenia, the Azerbaijani side does not target the civilian population in any case.

 

 

 

 

The only way to establish peace and stability in the region is the unconditional and complete withdrawal of Armenian armed forces from the Karabakh region of Azerbaijan, respect for the territorial integrity of Azerbaijan and the dissolution of the separatist regime.

We appeal on the states of the world and international organizations to influence the Armenian state so that it immediately and completely withdraws its illegal armed groups from the territories of Azerbaijan, presents mine maps to Azerbaijan and signs a peace treaty with Azerbaijan as soon as possible in order to secure peace and stability in the region.

We, the world Azerbaijanis declare our readiness to provide all possible support to our native country – Azerbaijan”.

Azerbaijani diaspora organizations issued a statement regarding the situation aroundthe Lachin-Shusha-Khankendi road.

 

 

 

 

 

The statement reads: “We are very surprised and disappointed by the July 28, 2023 statement by Council of Europe Secretary General Marija Pejčinović Burić on the issue of supplies for the Armenian population of the Karabakh region of Azerbaijan. This statement contradicts the purposes and principles set out in the Council’s Charter, the European Convention on Human Rights and the Universal Declaration of Human Rights.

 

 

 

 

 

Azerbaijani diaspora organizations maintain that the statements that Armenians living in the Karabakh region of Azerbaijan are allegedly under blockade and facing a humanitarian crisis are yet another piece of defamation and nonsense that Armenia has resorted to in order to mislead international public opinion. For example, in 2020, shortly after the Second Karabakh War, which lasted 44 days and ended with Azerbaijan’s historic victory, official Baku, despite the 30-year occupation and hardships endured by the Azerbaijani people, proposed basic principles and a peace treaty to normalize relations between the two countries on the basis of mutual recognition and respect for each other’s territorial integrity, sovereignty and borders. Despite the fact that the Armenian side remained unresponsive to these peace initiatives for a long time and used various pretexts to slow down the process, the Azerbaijani side showed determination and continued its goodwill efforts to promote initiatives towards a peace treaty, delimitation of borders and opening of communications. Consistent steps were taken by the Azerbaijani authorities towards dialogue with the local Armenian residents of the Karabakh region, the construction of the new Lachin road was completed in a short period of time and the road was put into operation.

 

 

The Armenian side, on the contrary, made the unreasonable proposal to “ensure the rights and security of Karabakh Armenians through Baku-Khankendi negotiations within the framework of an international mechanism”, preventing direct contacts between Azerbaijan and local Armenian residents and effectively continuing to make territorial claims against our country in a different guise. At the same time, in violation of the trilateral agreement of November 10, 2020, Armenia has not withdrawn its armed forces from Azerbaijani territory, and continued to mine Azerbaijani territories instead of providing maps of minefields to official Baku. As a result, 303 Azerbaijanis, including two journalists, have become victims of landmine explosions since November 2020.

 

 

 

 

Azerbaijan has set up the Lachin border crossing checkpoint in its sovereign territory in order to control its borders and prevent Armenia’s illegal activities. Although Azerbaijan ensured the passage of Armenian residents, the International Committee of the Red Cross (ICRC) and the Russian peacekeeping forces through the border crossing checkpoint, the Armenian side circulated false statements about the “dire humanitarian situation” in the region in order to continue illegal activities in the territory of Azerbaijan. At the same time, it resorted to numerous provocations, such as firing at Azerbaijani border guards on June 15, attempted smuggling, and unauthorized sending of trucks to the territory of Azerbaijan on July 26.

Despite the fact that Azerbaijan made a number of proposals, including the use of the Aghdam-Khankendi road and other alternative roads to meet the needs of Armenian residents, and despite the support of these proposals by the European Union and the ICRC, the Armenian side rejected these proposals by installing concrete obstacles on the alternative roads and blocking access to the territory, which once again shows that Armenia’s statements concerning the humanitarian situation in the region are political blackmail and manipulation.

 

 

 

Azerbaijani diaspora organizations state that Armenia’s goal is to attract third parties to the region, expand the geography of tensions and disrupt the peace process. Responsibility for all the provocations of recent days lies with Armenia and its leadership, as they continue their illegal military presence in Azerbaijani territories, foment separatism and obstruct reintegration efforts. At the same time, we demand that a number of countries turning a blind eye to the suffering of about one million Azerbaijanis forcibly expelled from Armenia and the occupied territories of Azerbaijan in the late 1980s and early 1990s, to the genocide of February 26, 1992 in the Azerbaijani town of Khojaly, to the fact that Armenia kept the invaded Azerbaijani territories under occupation for 30 years and the Nakhchivan Autonomous Republic under blockade for 32 years, to the continuing presence of Armenian armed forces in the territory of Azerbaijan for the last three years, to Armenia’s obstruction of the opening of communications, respect the sovereignty and territorial integrity of Azerbaijan, refrain from interfering in the internal affairs of our country and put an end to the policy of double standards”.

Azerbaijani diaspora organizations issued a statement regarding the landmines planted in the territory of Seyidlar village of Kalbajar region.

The statement reads:

 

 

 

“Threats posed by Armenian landmine terror in Azerbaijan’s liberated territories continue. The number of landmine victims in Azerbaijan has increased to 303 since the end of the war in 2020.

 

 

 

 

Another tragic landmine incident in which Aliyev Sahib Isa, a beekeeper in the village of Chopurlu in Azerbaijan’s Kalbajar District, tripped a landmine on July 13.

 

 

 

 

Armenia’s mine terror against our country leads to the death or injury of our military personnel and civilians and also slows down the process of returning former internally displaced persons to their native lands, creating obstacles for the activities of businesses and the restoration work carried out in the region.

 

 

 

 

The planting of mines in the liberated territories of Azerbaijan and the lack of accurate maps of the mined territories is an open demonstration of Armenia’s disrespect for the norms and principles of international and humanitarian law.

 

 

 

 

 

As diaspora organizations, we call on the relevant international organizations to take decisive steps to curb mine terror by Armenia and have accurate mine maps handed over to Azerbaijan”.

World Azerbaijanis have issued a statement on the capture of Azerbaijani servicemen by Armenians. The statement strongly condemns the capture of the soldiers of the Azerbaijani army – Babirov Agshin Gabil, born in 2004, and Akhundov Huseyn Ahliman, born in 2003 and torture and inhuman treatment towards them.

 

 

 

The World Azerbaijanis have stated that Armenia does not fulfill its obligations under the Geneva Convention, the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as well as other important international acts, and have demanded the relevant international organizations to investigate the fact of violence and give a proper legal evaluation.

The statement says:

“We, Azerbaijanis living abroad, regretfully inform that a few days ago, in the Shahbuz region of the Nakhchivan Autonomous Republic of Azerbaijan along the border with Armenia, the soldiers of the Azerbaijani army, who went missing due to limited visibility and bad weather conditions – Babirov Agshin Gabil, born in 2004, and Akhundov Huseyn Ahliman, born in 2003, were captured by Armenia.

Please note, that the photos and videos published by the mass media of Armenia are clearly evidence the fact of torturing and other inhuman actions in relation to a serviceman of Azerbaijan in violation of international legal documents. Thus, from the video it can be seen how an Azerbaijani serviceman is being beaten with his hands tied and is being insulted.

According to the 3rd Geneva Convention relative to the Treatment of Prisoners of War, persons who do not take an active part in the hostilities, shall at all times be treated humanely and prisoners of war shall always be protected against acts of violence and intimidation. So, this fact is another evidence of Armenia’s breach of its obligations under the Geneva Convention, Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and other important international acts, and widespread ethnic hatred and racial discrimination against Azerbaijanis in this country.

 

 

 

 

The relevant international organizations should investigate and properly evaluate the said violence, including the violence committed by Armenia against Azerbaijani prisoners of war and civilian prisoners, and 3,890 missing Azerbaijanis over the past 30 years.

As Azerbaijanis living abroad, we once again strongly condemn this crime and urge the international community to give a legal assessment to the actions of the Armenian government and crime perpetrators and ensure the immediate and unconditional release of Azerbaijani servicemen who got lost by passing to the Armenia-controlled area due to the adverse weather conditions

We demand that the Representation of the International Committee of the Red Cross in Armenia urgently visit those servicemen and provide information about their condition.

We invite the world community to react to this fact and call Armenia to fulfill its obligations arising from international law”.

On February 27, 2023, Deputy Minister of Foreign Affairs of the Republic of Tajikistan Mr. Muzaffar Huseinzoda delivered a statement in the High-Level Segment of the 52nd session of the United Nations Human Rights Council in Geneva, Switzerland.

Deputy Minister reaffirmed Tajikistan’s commitment to cooperation with the United Nations structures, including the special procedures. It was emphasized that under the Government gender policy, women’s activism in the public sphere is being encouraged, and strengthening women’s political participation and increasing the number of women in public service is a priority of the National Development Strategy for the period up to 2030.

In continuation of his speech, Deputy Minister of Foreign Affairs mentioned the impact of the climate change and its consequences on the effective enjoyment of human rights for millions of people, as well as Tajikistan’s active promotion of an integrated approach to addressing water and climate issues. Particularly, it was highlighted that on 14 December 2022 the UNGA at the initiative of Tajikistan unanimously adopted the resolution to declare 2025 as the «International Year of Glaciers’ Preservation» and March 21 as the «World Day of Glaciers».

At the same time, taking into consideration that human rights to water and sanitation are essential for eradicating poverty and building peaceful and prosperous societies, Mr. Huseinzoda underlined the commitment of the Republic of Tajikistan to fulfil the obligations to improve access to clean drinking water and sanitation. In this regard, the UN Water Conference to be held in March 2023 and co-hosted by Tajikistan and the Netherlands was accentuated.

Statement by World Azerbaijanis in relation with the terrorist attack on the embassy of the Republic of Azerbaijan to the Islamic Republic of Iran

We, Azerbaijanis living in foreign countries, express our deepest grief over the fact that as a result of an armed attack on the Azerbaijani embassy to Iran on January 27 at 8:30 am Baku time, one Azerbaijani was murdered and two were injured. Azerbaijanis around the world consider the incident as a terrorist attack organized by the Iranian special services; each of our compatriots curses those accountable for this treacherous attack and bloody crimes, and declares that they do not believe the bogus information spread to divert attention. The blood-soaked event that happened is beyond logic and humaneness.

We are extremely concerned about the constant violation of the rights of 40 million of our compatriots living in South Azerbaijan, as well as the absence of any guarantee for diplomatic and personal immunity.

We draw the attention of the world community to the region and call for the fight against the perpetration of crimes against humanity.

Bringing information about a terrorist attack that impedes peace and stability in the region to the attention of the UN, the European Union, the Council of Europe and their institutions, as well as other competent international and regional organizations, we call on them to take urgent measures at the legal and political level to prevent the perpetration by Iranian special services of such serious criminal acts.

We state that we are witnessing illegal actions being constantly committed by Iran and Armenia within the borders of Azerbaijan. Thus, recently 27 Iranian citizens used the Lachin road to pass to the side of separatists forces in the territory of Karabakh for unknown purposes, and neither Armenia nor Iran has made any statements about this until today.

We honor the memory of those who died as a result of the terrorist attack, condemn the similar position of the Islamic Republic of Iran towards Azerbaijan which is constantly faced with various terrorist attacks by Armenia, and demand that those accountable for crimes against peace and humanity in the region be brought to justice without delay as well as demand a fair stand from the international community.

The text of the following statement was released by the Governments of the Republic of Türkiye and the United States of America on the occasion of the Türkiye-U.S. Strategic Mechanism.

Foreign Minister Mevlüt Çavuşoğlu and Secretary of State Antony J. Blinken held the fourth meeting of the Türkiye-U.S. Strategic Mechanism on January 18, 2023, in Washington. Turkish Deputy Foreign Minister Sedat Önal also met with Under Secretary of State for Political Affairs Victoria Nuland under the auspices of the Strategic Mechanism. The two sides conducted an extensive dialogue on a broad range of areas of bilateral cooperation and emphasized the significance of our partnership as NATO Allies.

Minister Çavuşoğlu and Secretary Blinken built on the partnership and interagency discussions led by senior-level officials from the Turkish Ministry of Foreign Affairs and the U.S. Department of State on January 17, 2023, in Washington.

Minister Çavuşoğlu and Secretary Blinken reiterated their commitment to a concrete and results-oriented positive bilateral agenda. They discussed strengthening the Türkiye-U.S. defense partnership, including modernization of Türkiye’s F-16 fleet.

Minister Çavuşoğlu and Secretary Blinken underlined their unequivocal support for Ukraine’s sovereignty and territorial integrity against Russia’s unacceptable war and reaffirmed their support to find a solution to end the war. The United States thanked Türkiye for its role in brokering the Black Sea Grain Initiative and the two sides planned on the need for this life-saving mechanism to operate at the pace required to meet global demand for grain.

Minister Çavuşoğlu and Secretary Blinken decided to increase coordination and cooperation to advance peace in the South Caucasus.

Minister Çavuşoğlu and Secretary Blinken discussed ways to bolster NATO coordination and solidarity in the face of current threats and challenges. They reaffirmed their long-standing commitment to collective defense as Allies, as well as to NATO’s Open Door Policy. They discussed the implementation of the trilateral memorandum signed by Finland, Sweden, and Türkiye to advance Finland and Sweden’s application to join the NATO Alliance.

Minister Çavuşoğlu and Secretary Blinken discussed the situation in the Eastern Mediterranean and agreed on the importance of preserving stability and channels for communication.

Minister Çavuşoğlu and Secretary Blinken reiterated the need to fight terrorism in all its forms and manifestations. Within this context, Türkiye and the United States plan to hold counter-terrorism consultations as part of the Strategic Mechanism, building upon preexisting cooperation through law enforcement and information sharing. The Secretary condemned once again the November 13, 2022, terrorist attack in İstanbul and affirmed the United States stands shoulder-to-shoulder with Türkiye in its fight against terrorism. Both sides planned to maintain close coordination and collaboration in the efforts to fight against terrorist organizations, notably ISIS/Daesh and the PKK.

They discussed all aspects of the Syrian crisis and reiterated the commitment of Türkiye and the United States to a Syrian-led political process in accordance with UN Security Council Resolution 2254. They welcomed the recent UN Security Council vote to extend the cross-border delivery of humanitarian assistance into Syria. The two sides also addressed broader issues in the Middle East and Africa, including the need to build regional stability and connections through increased economic and security cooperation.

Minister Çavuşoğlu and Secretary Blinken appreciated the continuous growth in Türkiye-U.S. bilateral trade relations. They reaffirmed the importance of economic cooperation and building upon existing bilateral fora to support regional and global economic opportunities. Both sides endorsed a Climate and Energy Dialogue to advance energy security and the transition toward a cleaner energy future.

They decided to continue their engagement under the auspices of the Strategic Mechanism to review progress and maintain momentum in their positive bilateral agenda. The two sides welcome increased bilateral meetings, including at the highest level, under the Strategic Mechanism.
